Managing Value in Health Care through Continuous Learning

The National Academy of Medicine (IOM, 2013) describes the Learning Health System (LHS) as the path to continuous learning to deliver Value which it defines as Better Care at Lower Cost. The Veterans Health Administration (VHA) has committed to the culture of continuous learning through a commitment to the LHS Core Values, and has taken steps to apply the principles of LHS to align its strategic vision with its operational mission. The Department of Veterans Affairs 2018-2024 Strategic Plan states that “VA will institutionalize a value management capability to better understand the outcomes VA provides for Veterans and identify areas for improvement; understand how costs are distributed within and across programs and initiatives; identify new ways to optimize processes, reduce costs, and improve outcomes; and identify best practices among different stakeholders. This capability will support decision making that focuses resources on direct Veteran services and drives operational efficiency.” This presentation will share some examples of how VHA is aligning toward Value through continuous learning, a description of the Value Management framework, and a recent pilot of this methodology that was completed in partnership with the VA Office of Information and Technology and the VA MidSouth Healthcare Network.
