House Officers Association (HOA) Overview

About Us

Michigan is a Right-to-Work for less state, which means you must elect to be a member of the HOA. The HOA is able to remain a strong voice for you at Michigan Medicine only when bargaining unit members pay their fair share of Association dues. Our goal is always 100% participation, so please consider joining. Last year, only a handful of trainees (approximately 50) chose not to support the union. Your dues are $250 per year or $25 a month, September through June.

It is because you have an active union, that your combination of wages and benefits is amongst the highest in the region. Your union works on your behalf to ensure that you are compensated commensurate with the high level of care you provide to some of the state's most critically ill patients.

If you have not already done so, go to the HOA website and read your contract. Return your cell phone stipend paperwork as soon as possible. Learn whether you qualify for meal reimbursement, what the rules are regarding holiday pay and holiday pay substitutions, understand how vacation is assigned. Your collective bargaining agreement contains a wealth of information, as does the entire HOA website.

As a bargaining unit member, your right to due process will always be protected. It is incumbent upon you to request representation when faced with a disciplinary investigation.

Internal Medicine Resident Eligibility and Selection Policy

Rationale

University of Michigan GME programs “strive to prepare students and trainees from diverse backgrounds for their chosen medical careers with the knowledge, skills and values that serve as the basis for the highest quality clinical practice, lifelong learning, scholarly research and community service”. To achieve this goal, they must recruit and select well-qualified, motivated candidates. The Internal Medicine Residency Program desires to recruit and select the most qualified residents for training. This shall be done in compliance with institutional requirements and applicable laws. 

1)  Resident Eligibility

  • To address appropriate patient safety standards, an applicant for postgraduate medical training must be a graduate of a medical school recognized for its quality of education.  Candidate must have graduated from a medical school found on the Medical Schools recognized by the Medical Board of California list, affiliation with a school on the approved list is not sufficient.

In addition, applicants must meet one of the following qualifications to be eligible for appointment to accredited residency programs.

  • Graduates of medical schools in the United States and Canada accredited by the Liaison Committee on Medical Education (LCME).
  • Graduates of colleges of osteopathic medicine in the United States accredited by the American Osteopathic Association (AOA). https://osteopathic.org/about/affiliated-organizations/osteopathic-medical-schools/
  • Graduates of approved medical schools outside the United States and Canada who meet one of the following qualifications: 
    • Have received a currently valid certificate from the Educational Commission for Foreign Medical Graduates, or
    • Have a full and unrestricted license to practice medicine in the US licensing jurisdiction.
  • Graduates of medical schools outside the United States who have completed a Fifth Pathway program provided by an LCME-accredited medical school. 

2)  Resident Selection 

The House Officer Selection Committee for the Internal Medicine Residency Program will select from among eligible applicants on the basis of their preparedness, ability, aptitude, academic credentials, communication skills, and personal qualities such as motivation and integrity. Candidates must submit their applications through ERAS. Offers to interview are extended to qualified candidates taking into account the Program’s commitments to educational/clinical excellence and diversity.

Candidates who elect to interview at our program meet with faculty trained in Internal Medicine, in addition to the Program Director and/or Associate Program Director. Selection (“ranking”) of candidates is determined by the Program Directors and House Officer Selection Committee. The committee is composed of faculty and chief medical residents. Selection of residents for the Internal Medicine Residency Program occurs through the National Resident Matching Program (NRMP) and all candidates who wish to be considered must participate within the NRMP.

The following credentials will be examined when considering candidates:

  • All candidates must have taken and passed USMLE I and USMLE II CK and CS to be eligible for listing the program’s NRMP rank list.  COMLEX scores from osteopathic candidates are acceptable, but USMLE scores are preferred Similarly, if submitted, COMLEX I and II must be taken and passed to be eligible for listing the program’s NRMP rank list
  • All applicants must have completed at least one year’s clinical training in a LCME or ACGME approved program.  This year must include hands-on patient care for which the student/resident has taken an active role demonstrating responsibility for patient care and outcome
  • Applicants must provide a MESP letter, official transcript, and at least two letters of recommendation. At least one letter must be from an internist who has closely worked with the applicant. The letters of recommendation must comment on the applicant’s medical knowledge and clinical skills of Internal Medicine as directly observed
  • To be considered for selection, eligible candidates must be either a US citizen, seek a J-1 visa, or have permanent resident status (green card) 

3)  Resident Transfers

The program will consider resident transfers, if we have the available spots and funding.  As per the ACGME requirements the program must receive the following information in addition to all the requirements for applying to the program. 

  • Written communication from the current program director agreeing to allow the resident to transfer. 
  • Verification of previous training experience.
  • A summative competency-based performance evaluation prior to acceptance.
  • Milestones evaluations upon matriculation.

GME Clinical Program Trainee Selection Policy

POLICY STATEMENT/PURPOSE

University of Michigan Health System (UMHS) Graduate Medical Education (GME) programs strive to prepare students and trainees from diverse backgrounds for their chosen medical careers with the knowledge, skills, and values that serve as the basis for the highest quality clinical practice, lifelong learning, scholarly research and community service. To achieve this goal, they must each recruit and select well-qualified, motivated candidates.

The accredited programs sponsored by the UMHS are highly competitive and attract a large number and wide range of applicants. Primary responsibility for selecting candidates with the skills, aptitudes, and abilities to profit from each educational training program lies with the Program Director with oversight by the GME Office and the Graduate Medical Education Committee (GMEC). Program Directors must ensure that candidates are selected on the basis of program-related criteria such as their excellent academic credentials, preparedness, ability, aptitude, communication skills, and exemplary personal qualities such as motivation and integrity. Further, candidates invited for interview must meet minimum UMHS, Accreditation Council for Graduate Medical Education (ACGME)/American Board of Obstetrics and Gynecology (ABOG)/Commission on Dental Accreditation (CODA)/Council on Podiatric Medical Education (CPME) eligibility requirements, and State of Michigan requirements. All educational training programs are encouraged to utilize an organized matching program, such as the National Resident Matching Program (NRMP), where such is available.

Appointment of selected students and trainees as Clinical Program Trainees (Human Resource job title: House Officer) will be considered for any ACGME, ABOG, CODA and CPME accredited training programs that meet initial training requirements leading to Board certification. Appointments as Clinical Program Trainees will not be considered for repeat training, used as refresher courses, or as auditions prior to full-time appointments in training programs.

The Associate Dean and Director for GME and the GMEC review the results of the Match(es) each year. Training programs must also monitor the progress of appointees through the training program and track their subsequent careers.

The GMEC has adopted the following institution-wide standards for selection of residents and fellows:

1. Each GME training program shall have a formal, written process in place to assure fair, diligent and consistent consideration and decision-making on applications for residency and fellowship positions.

2. Program faculty and House Officers must both participate in the selection process.

3. The selection process must include appropriate due diligence by the training program prior to making an offer to the applicant or placing an applicant on a Rank Order List. Appropriate due diligence includes consultation with the GME Office when an application, or subsequent due diligence, raises concerns or "red flags" regarding the applicant. It is understood that the GME Office may refer any application about which they are consulted for further review by the GMEC prior to the training program extending an offer or placing an applicant on a Rank Order List.

4. Each GME training program must have selection criteria in place that are consistent with University policy, all applicable laws, ACGME, or other accreditation, Institutional Requirements (IV.A.), and any other relevant Program Requirements.* These criteria must be in a written program policy. All applicants must be able to document completion of any prerequisite educational and clinical training requirements.

5. All training programs are expected to ensure the validity of academic credentials, including training history, and invite for interview only those applicants who meet the guidelines of this Policy and the training program's Selection Policies. Training programs shall provide a copy of the Appointment Agreement that the applicant will be expected to sign if he/she matches into the training program if such Appointment Agreement is available, or a copy of the Appointment Agreement that is currently in use. Programs also must provide all institutional policies to an applicant regarding eligibility for appointment to a residency/fellowship position. For those programs participating in a Match, the Appointment Agreement and all other information must be communicated to interviewees in writing prior to the Rank Order List certification deadline.

6. Mandatory institutional selection criteria include, but are not limited to the following criteria:

  • To address appropriate patient safety standards, an applicant for postgraduate medical training must be a graduate of a medical school recognized for its quality of education. For allopathic physicians, a listing of colleges and universities from which degrees will be accepted by the UMHS was issued by the State of California and must be checked prior to the applicant being invited to interview as well as prior to an offer letter being sent to an applicant. Candidates who have graduated from medical schools not found on the California approved list will not be considered for a Clinical Program Trainee (CPT) position at UMHS. Candidates must have graduated from a medical school found on the Medical Schools Recognized by the Medical Board of California list, affiliation with a school on the approved list is not sufficient.
  • Osteopathic physicians must be a graduate of a medical school that has been accredited by the American Osteopathic Association (AOA). This list is regularly updated by the AOA and maintained on the AOA website. If a doctor of osteopathy did not attend a school from the AOA list, the candidate will not be considered for a CPT position at UMHS.

7. Non-United States citizens are required to have any of the following:

  • J-1 visa sponsored by the Educational Commission for Foreign Medical Graduates (ECFMG) and must be eligible to renew the J-1 for the length of the UMHS GME training program;
  • a valid Permanent Resident (Green Card) status;
  • be actively pursuing a Green Card and has an EAD card that the U-M International Center has reviewed and determined the probability that the EAD will remain valid or can be extended for the duration of the training program; or
  • has an EAD card associated with the granting of deferred action under DACA.

8. Before an appointment is considered, the trainee must provide documentation that they have passed all parts of the appropriate examination: USMLE Steps 1 and Step 2 CK and CS (allopathic medical school), COMLEX Step 1 and Step 2 (osteopathic medical school), NBDE Step 1 and Step 2 (dental school), NBPME Part 1 and Part 2 (podiatry school) or MCCQE Part 1 and Part 2 (Canadian medical school).

9. If an applicant has an ECFMG certificate, prior to submitting the applicant's name for the NRMP (or other) Match or if an applicant is being considered outside of the Match, the Program Director must receive primary source verification from the ECFMG of the applicant's certificate. This can be done electronically through the ECFMG's electronic Credentials Verification which is free to all training programs. The original copy of the primary source verification must be kept in the applicant's permanent file and a copy must be sent to the GME Office for all international medical graduates who are offered positions at the UMHS.

10. No appointment will be considered to be complete until an applicant has completed the credentialing process, which includes, but which is not limited to, (1) successful completion of a background check and pre-employment drug screen, (2) primary source verification and (3) appointment as a CPT to the UMHS. Appointment as a CPT requires the recommendation of the Associate Dean for GME, and/or the GMEC, the Credentialing Committee and the Executive Committee on Clinical Affairs, followed by the approval of the University of Michigan Health System Board (UMHSB), the governing body of UMHS.

11. *This includes all training requirements including length of training. For example, U.S. Radiology subspecialty programs require completion of a Radiology residency; these are 60 months in length. International Medical Graduates must meet the same requirement, unless documentation [1) proof of Board certification or 2) letter from certifying Board with resident specific approval] is provided that supports completion of equivalent training requirements in lesser period of time.

Should the ACGME Institutional and/or Common Program Requirements be revised prior to the next review of this policy, University of Michigan will adhere to the revised Requirements upon ACGME effective date and language contained within this policy that may conflict with the most current Requirements will be viewed as obsolete.
